[mpm-itk] ITK and php in userdirs

We have a huge problem with running php scripts inside userdirs.

For example: http://foo.bar.pl/~foo/ is running fine (html) but 
/~foo/test.php is not (php).

All static HTML sites are running fine, but won`t work with PHP scripts 
(blank page).
There is absolutely nothing in logs.

Current setup:

<Directory /home/foo/public_html>
AssignUserID foo bar
Require all granted

and userdir.conf

<Directory /home/*/public_html>

      AllowOverride FileInfo Options AuthConfig Limit Indexes
      Options -Indexes +FollowSymLinks +IncludesNoExec

      <Limit GET POST OPTIONS>
          Require all granted
      <LimitExcept GET POST OPTIONS>
          Require all denied
